Clean Energy Industries Commend Progress on Loss and Damage and Call for an Ambitious Global Stock Take Outcome at COP 28
December 1, 2023

Dubai, UAE – The Business Council for Sustainable Energy (BCSE) commends the agreement announced by governments on the structure of the Loss and Damage Fund at the 28th Conference of the Parties (COP 28) to the United Nations Framework Convention on Climate Change.

“The agreement announced by governments on the architecture of the loss and damage fund sends the right signal to the global community at a critical time,” said BCSE President Lisa Jacobson. “The fund will provide crucial technology and technical support to vulnerable communities facing the worst impacts of climate change. The news of the agreement on the first day of COP 28 creates positive momentum for productive negotiations over the coming weeks.”

BCSE is leading a delegation of nearly 40 U.S. businesses and clean energy trade organizations to Dubai to attend COP 28. BCSE’s delegation will work with governments, businesses, and stakeholders to support a global stock take (GST) outcome that presents a positive, credible, and ambitious pathway for the global energy transition. BCSE believes that a successful GST will aim to increase share of renewables, invest heavily in energy efficiency, and create new pathways for emerging decarbonization technologies.

“At COP 28, our collective and full attention needs to be focused on delivering a near-term roadmap that can get us back on track to meeting the Paris Agreement’s goals,” said BCSE President Lisa Jacobson. “Deploying a diverse and evolving portfolio of clean energy and decarbonization solutions can put us on the trajectory to meet our 2030 goals and limit global warming to 1.5° C by mid-century.”

Through conversations with stakeholders and policymakers, BCSE will also be working to identify ways to optimize technology deployment and public and private international finance flows. These are key to unlocking bottlenecks in the energy transition and to increasing readiness and resilience of communities, especially those most vulnerable to climate impacts. More information on BCSE’s goals for the COP, including its global stock take outcome, can be found in our COP 28 position paper.

BCSE will hold a press briefing in the Blue Zone on Monday, December 4 at 15:30 GST to share its outlook and priorities for the negotiations. Contact Lizzie Stricklin at lstricklin@bcse.org with questions or to speak industry executives. A list of BCSE delegation industry executives available for interviews can be found here.

BCSE will host public events over the course of COP 28, open to in-person attendees in the Blue Zone and livestreamed and available on demand. Event and delegation information, press statements, and member announcements will be available and updated over the next two weeks at BCSE’s COP 28 webpage.

BCSE was founded in the lead-up to the Rio Earth Summit in 1992 and has been a business observer to the United Nations Framework Convention on Climate Change ever since. BCSE’s mission is to advocate for and implement policies and regulations that reduce pollution and greenhouse gas emissions, develop and deploy a portfolio of existing sustainable energy technologies, and accelerate the progress of the energy transition.
