The Business Council for Sustainable Energy (BCSE) is a coalition of companies and trade associations that deploy clean energy and decarbonization solutions, with a sector focus on energy efficiency, natural gas, renewable energy, and more. The coalition is dedicated to implementing policies that support a diverse portfolio of energy options in the United States and ensure access to affordable, reliable, and clean energy solutions.

About the Director of Government Relations Position

BCSE is seeking a Director of Government Relations to lead the coalition’s education and advocacy on federal and state policy. This position will serve as a senior member of a small, highly collaborative team and will work directly with BCSE leadership, member companies and associations, policymakers, regulators, and allied organizations to advance the coalition’s policy priorities. The position is based in Washington, DC.

Responsibilities include:

  • Support BCSE’s federal and state government relations portfolio, including education, advocacy, legislative engagement, regulatory strategy, and stakeholder outreach.
  • Manage BCSE member policy committees, including developing work plans, setting agendas, preparing materials, facilitating meetings, inviting and coordinating guest speakers and outreach activities.
  • Work with BCSE leadership and members to identify policy objectives that reflect the coalition’s diverse membership and advance durable market opportunities for sustainable energy solutions.
  • Develop and implement education and advocacy strategies, including policymaker outreach, briefings, coalition letters, comments, testimony, talking points, policy memos, and stakeholder events.
  • Monitor, analyze, and communicate federal and state legislative and regulatory developments affecting BCSE members, identifying emerging risks, opportunities, and recommended courses of action.
  • Represent BCSE in external coalitions, trade association working groups, regulatory stakeholder processes, conferences, briefings, and public forums.
  • Coordinate BCSE engagement with Congress and federal agencies and executive branch officials on energy, tax, environmental, infrastructure, appropriations, permitting, market, and related policy matters.
  • Develop and maintain relationships with state policymakers, regional organizations, and other relevant state and regional stakeholders, as necessary.
  • Represent BCSE in external coalitions, conferences, briefings, and public forums, as needed.
  • Prepare clear, concise issue summaries, presentations, and advocacy materials that translate legislative, regulatory, and market issues for members and policymakers.
  • Support compliance with applicable lobbying, ethics, and reporting requirements in coordination with BCSE leadership and advisors.

Qualifications

Qualified candidates should have three to five years of experience in government relations, public policy, regulatory affairs, energy policy, or a closely related field, with meaningful experience at both the federal and state levels.

Candidates should also have:

  • Experience with federal state legislative and regulatory processes and the ability to assess how state and regional developments interact with federal policy and energy markets.
  • Excellent written and verbal communication skills, including the ability to prepare persuasive policy materials and communicate complex issues clearly to technical and non-technical audiences.
  • Strong judgment, political awareness, discretion, and the ability to identify when issues require rapid escalation or senior-level engagement.
  • Ability to manage multiple complex policy matters simultaneously, prioritize effectively, meet deadlines, and operate with a high degree of independence in a small-team environment.
  • Collaborative working style, attention to detail, and willingness to contribute across functions when needed

This is a full-time, in-person position. Compensation will be commensurate with experience and qualifications. BCSE offers paid annual leave, participation in its 401(k) retirement program, and other benefits.
