Proven Results in Advancing Clean Energy Policies

Clean Air and Emissions Markets

Secured inclusion of clean energy technologies, renewable energy and energy efficiency in a Public Benefits Set Aside program under the Northeast/Mid-Atlantic Regional Greenhouse Gas Initiative (RGGI). The set aside was set at a minimum of 25 percent of the total emission in the allowance pool. If ultimately adopted and directed toward renewable energy and energy efficiency, this would amount to 37.5 million tons annually from 2009 through 2020, offering millions of dollars in potential financial value to clean energy industries.

Actively promoting clean energy technologies as priority compliance options under emerging state and federal greenhouse gas and clean air emissions initiatives including RGGI, Clean Air Interstate Rule, California's Greenhouse Gas Programs, and the Pacific Northwest Governor's Climate Change Initiative

Emissions Reporting

Won support for output-based reporting metrics and for renewable energy generation reporting under the US Federal Voluntary Greenhouse Gas Reporting Program (1605b) and the California Climate Action Registry

Expanding Markets for Energy Efficiency

Won re-authorization of Federal Performance Contracting opportunities under the Energy Policy Act of 2005, through the Council-led Federal Performance Contracting Coalition

Expanding Market-Based Programs

Shaped market-based trading programs under the international climate change process via the United Nations Framework Convention on Climate Change Secured streamlined treatment for renewable energy and energy efficiency projects under the Kyoto Protocol's Clean Development Mechanism.
